A portion of the Hemp/Cannabis Tax portioned for Fire/Safety/Emergency funding will be used to establish regionally relevant Citizen Emergency Preparedness programs Nationwide.  Such programs should be established with regional situations in mind to deal with natural or catastrophic events and disasters and focus on Citizen based education and training programs.  Such programs should be 100% voluntary yet strongly encouraged as through all available spheres of influence with emphasis on community service and community pride.  Local recruitment efforts should be as broad as possible, including such tactics as competitions and fairs, reaching through both the Educational systems as well as tapping into the broad Faith-Based Activism communities available.  A modest goal is that if even one in ten individuals are aware of what needs to be done in a crisis situation, such events as evacuations as well as disaster preparation and prevention will be more effectively accomplished.
