Disbursement of Federal Hemp/Cannabis Revenue

Section 3: Industrial and Economic

Part A: Law Enforcement Funding

8% of Total Disbursement


Purpose:      To double the relative pay of all State and Local Law
Enforcement Officers within a decade;

A percentage of the total revenues acquired from the taxation of Hemp/Cannabis would be set aside with the intended goal of providing a means to double the relative income of all State and Local Law Enforcement Officers within 10 years of the enactment of this Proposal.

A Portion of the Hemp/Cannabis Tax portioned for Law Enforcement will be used to supplement State and Local Law Enforcement Professional’s salaries from a Federal pool diverted proportionately to the States with the Sole Purpose of increasing the salaries of State and Local Law Enforcement Professionals.  An anticipated goal is to achieve, within a decade of enactment of the U.S. H.E.M.P. Act, a doubling of the pay of Law Enforcement Professionals relative to that which it is at the time of enactment, consistent to salaries currently in effect in each State and Local jurisdiction.

Purpose:      To establish a continuing and ever-growing fund for the continuous upgrade and purchase of necessary  equipment nationwide;

A percentage of the total revenues acquired from the taxation of Hemp/Cannabis would be set aside with the intended goal of upgrading critical equipment of Law Enforcement Agencies nationwide, on an on-going basis, with emphasis given to those Departments, rural and urban, most in need.

A portion of the Hemp/Cannabis Tax portioned for Law Enforcement will be used to supplement State and Local Law Enforcement Agencies upgrade and purchase of new and modern critical equipment Nationwide.  Emphasis is to be given to those jurisdictions, either rural or urban, which are most in need of equipment upgrade.  Primary use of such funds should be focused on communication equipment, vehicles and other daily critical equipment needed to sustain an effective and functioning Law Enforcement community.  This funding will be permanent and ongoing, spreading through jurisdictions and repeating thereafter to provide a continuous and growing fund with which to supplement equipment purchase on a State and Local level Nationwide.

education of State and Local Law Enforcement Officers nationwide;

A percentage of the total revenues acquired from the taxation of Hemp/Cannabis would be set aside with the intended goal of funding on-going training and educational programs for those employed in State and Local Law Enforcement Agencies nationwide.

A portion of the Hemp/Cannabis Tax portioned for Law Enforcement will be used to provide funds with which to train and hire Local and State Law Enforcement Officers Nationwide.  Funding will also be available to supply, Nationwide, continuous and ongoing training and education for State and Local Law Enforcement Professionals Nationwide.  This funding will be permanent and ongoing.
