Disbursement of Federal Hemp/Cannabis Revenue

Part C: Education Funding
25% of Total Disbursement
Purpose: To double the relative pay of all Public School Teachers
within a decade;
A percentage of the total
revenues acquired from the taxation of Hemp/Cannabis
would be set aside with the intended goal of providing a means to double the
relative income of Public
School Teachers
within 10 years after the enactment of
this Proposal.

A Portion of the Hemp/Cannabis Tax
portioned for Education will be used to supplement State and Local Teacher
salaries from a Federal pool diverted proportionately to the States with the
Sole Purpose of increasing the salaries of State and Local Teachers. An anticipated goal is to achieve, within a decade
of enactment of the U.S. H.E.M.P. Act, a doubling of the pay of Teachers
relative to that which it is at the time of enactment, consistent to salaries
currently in effect in each State and Local district.
Purpose: To allow for continuous training and hiring of Public School
Teachers to achieve a 20:1 maximum Student/Teacher ratio nationwide;
A percentage of the total
revenues acquired from the taxation of Hemp/Cannabis
would be set aside with the intended goal of Recruiting,
Training and Hiring
of Public School
Teachers so as to achieve a
maximum Public Classroom
Student (K-12)
to Teacher ratio of no greater than
20:1
nationwide.

A
portion of the Hemp/Cannabis Tax portioned for Education will be used to
provide funds with which to train and hire State and Local Public Education
Professionals Nationwide with a goal of achieving, within a decade, a maximum
Teacher/Student ratio per classroom of 1:20 Nationwide. Funding will also be available to supply,
Nationwide, continuous and ongoing training and education for State and Local
Teachers Nationwide. This funding will
be permanent and ongoing.
Purpose: To allow funds for continuous purchase and upgrade of educational
materials
for Public School classrooms nationwide;
A percentage of the total
revenues acquired from the taxation of Hemp/Cannabis
would be set aside with the intended goal of
providing a continuing fund with which to purchase modern
teaching and educational materials for Public
School Classrooms
nationwide with emphasis given to those Public
Schools, rural or urban, most in
need.

A portion of the Hemp/Cannabis Tax
portioned for Education will be used to supplement State and Local School
District upgrade and purchase of new and modern critical equipment
Nationwide. Emphasis is to be given to
those districts, either rural or urban, which are most in need of equipment
upgrade. Primary use of such funds
should be focused on modernization of Classroom Educational Materials, from
bound books to classroom computer terminals.
This funding will be permanent and ongoing, spreading through districts
and repeating thereafter to provide a continuous and growing fund with which to
supplement equipment purchase on a State and Local level Nationwide.
Purpose: To establish funds for continuous building and upgrade of Public
Schools nationwide;
A percentage of the total
revenues acquired from the taxation of Hemp/Cannabis
would be set aside with the intended goal of Renovating
old and Building new Public
Schools nationwide with emphasis
on those Public School
Districts, rural or urban, most
in need.

A portion of the Hemp/Cannabis Tax
portioned for Education will be used to modernize and renovate existing Public
Schools as well as to fund the building and expansion of new Public Schools
Nationwide. Emphasis should be placed
upon those Schools and Districts, rural or urban, most in need of
modernization, renovation or replacement.
This funding will be permanent and ongoing, spreading through districts
and repeating thereafter to provide a continuous and growing fund with which to
supplement the renovation and building of Public Schools Nationwide.
Purpose: To establish College Incentives Programs;
A
percentage of the total revenues acquired from the taxation of Hemp/Cannabis
would be set aside with the intended goal of developing College
Incentive programs and to
implement such programs.

A portion of the
Hemp/Cannabis Tax portioned for Education should be set aside to help develop
methods to ensure that every U.S. Student and Citizen has the ability to
acquire a College education. Be this a
supplement to existing programs or a new program developed, the purpose should
be to increase the percentage of Citizens taking advantage of higher level
education within the U.S.
